Is issued on the product, which is used in the construction and which confirms that the product corresponds to the requirements of major normative-technical documents, established for the present output (SSS, SSS-R, Sanitary Norms and Regulations, PB and others).

At obligatory certification of product in construction, introduced by the legislation of the Russian Federation, is confirmed its correspondence to obligatory requirements, ensuring safeguarding of life, health and property of people and Environmental Protection, which are established in state standards, construction norms and regulations, technical conditions on the product, belonging to product nomenclature, consolidating to Ministry of Construction of Russia, or in international standards of other countries in the construction sphere, put into effect on the territory of the established order. Ministry of Construction of Russia established a scheme of realization of obligatory certification for the product of specific kind.

At obligatory certification of product in construction is confirmed its correspondence to all requirements of normative documents on this product, worked out in accordance with regulations of state system of standardization of the Russia Federation and the System of normative documents in construction, which contain requirements for product, according to which its delivery is realized and which are agreed between the declarant and the customer. The choice of schemes for putting the obligatory certification of product in construction into practice is realized by the declarant in accordance with the body specialized in certification.

The necessary condition for the issue of GOSSTROI is the presence of sanitary-epidemiological conclusion (Hygienic certificate) and of Fire Certificate on the product, though the Fire Certificate is not always required.
